? Is Kent county expecting their retirees to apply for our regular Medicare Supplement Plan F product or do they want to set up their own group?
a. If they will be applying for individual coverage, is the member services question referring to how they will request billing and membership related updates?
? How do they currently administrate Plan F, i.e. enrollment, benefit changes etc. ?
? Under the MA Disease Management section, you ask ?Is your enrollment model opt-in or opt-out??. Is this referring to the Enrollment methodology or something to do with disease management?
? There are currently 1041 (462 already medicare) members on the census that do not have Medicare.
a. How many of these 1041 members are retired but not retired before 1-1-20 (there for would have to take Med Supp?
b. How many of the 1041 members are expected to retire in 2020?
c. How many of the 1041 members are expected to retire in 2021?
d. How many of the 1041members are expected to retire in 2022?

Due date on RFP shows 8/12/19; however, Solicitation 3693 sent on 7/30 states due date of 8/14/19. Please clarify correct due date for submission.
Is this Hard Copy submission and electronic, or is electronic sufficient?
1. This is an open RFP. Any vendor that meets the specifications is eligible to request the RFP and submit a response. A list of all bidders will be posted to the Purchasing website when the proposal window closes.
2. This will be group coverage.
3. Kent County holds an annual open enrollment each fall for the following calendar year. Every retiree, and eligible dependents, can opt in or out at open enrollment. We also track Medicare eligibility for every retiree and their spouse and send an election form to opt into our plans or waive coverage when first eligible. Qualifying events allow for an election within the 30-day period that applies. Premiums are deducted from monthly pension benefit payments and the county remits payment for all who are enrolled.
4. Is your Disease Management program opt-in or opt-out.
5. All 1,041 are all Medicare eligible, however of those, 462 are not currently using County-sponsored Plan F or the Medicare D plans.
6. Currently this is done through a secure portal.
7. We would prefer the dental & vision be integrated into the MA plan, yes, on a fully-insured benefit.

Please see questions regarding the below from Humana Group Medicare July 31, 2019:
? Based on information provided within the RFP, we understand that employer contribution will vary based on the bargaining agreement in place when a member retires. Please confirm current average employer contribution.
o The census provides a ?county paid stipend? column. If this refers to the employer contribution towards premium, please confirm if this is a monthly amount contributed. Also, please indicate if the reference to ?life? in this column means that the contribution will not be exhausted at any point and if the assumption of N/A, blank and expired should mean no contribution.
? Please confirm if there will be any contribution differential between the Medicare Secondary and MAPD plan offerings.
? Will members that are currently indicated as ?waived? on the census have the opportunity to enroll in the MAPD plan for plan year 2020 and beyond?
? There is concern when offering a richer drug plan than what members are accustomed to having due to potential increased utilization and cost. Are there any plans to increase employer contribution amounts to account for the increased cost, or will this be a pass through cost for members?
1. Average subsidy is approximately $212/month.
2. Confirmed, confirmed, confirmed.
3. Retirees will be charged the full rate for either plans, they can use their subsidy to offset the premium regardless of their choice of plan.

? Please confirm whether or not retirees enrolled in ?Optum Rx? (as indicated on the census) are in the scope of this request? Should we submit a proposal for this plan design as well?
? Please confirm whether or not we should quote the basic prescription drug, enhanced prescription drug, and the new proposed prescription drug plan?
o Is the newly proposed plan supposed to replace the one or both of the currently offered prescription drug plans in 2020?
o Are retirees allowed to choose between plans, or is the choice dictated by the employer?
? Please confirm that Kent County will continue to subsidize new retirees joining the Medicare Advantage Plan.
? Could you provide us with an estimate on how many retirees would join the MAPD plan each year?
? Is Kent County interested in seeing proposals for their pre-65 retirees?
1. Retirees are not enrolled in OptumRx. Do not submit a proposal for this plan design.
2. Propose the new plan only.
3. It will replace both.
4. Members are allowed to choose for a 1/1/2020 effective date only. As indicated on the first tab of the RFP: Only those that are retired prior to 1/1/2020 and are enrolled in plan F as of 1/1/2020 are eligible for the Medicare Supplement Plan. If a retiree dis-enrolls from the Plan F option, they will no longer be eligible for this plan and will have to enroll in the MAPD plan.
