The Recommendation portion of the Proposal Review Matrix has been corrected inthe specification to:
Is the recommendation concise, logical, clear, and reasonable? Will it deliver the required information described in the project scope? Does it describe how it will conduct on-site interviews, conduct independent research and/or share best practices?

1. Does Kent County have a budget for this engagement? If so, what is the budget?
2. Can Kent County disclose what vendors received the RFP?
3. What drove the change in the RFP sponsor?
4. Please provide some background information or a summary of the impetus relative to the modifications in the requested RFP scope.
5. Can Kent County confirm submission is only required through the online procurement portal?
1. No
2. This information is not applicable for submitting a response to the RFP.
3. The information provided in the Request for Proposal and supporting documents is sufficient to submit a response to the Proposal. The selected Respondent can inquire as part of their initial discovery.
4. Same answer as #3
5. A confirmation receipt is sent to the Respondent following successful submission using the Kent County Purchasing online portal (see RFP specifications for exact details). Kent County does not confirm receipt for other forms of delivery.

Can you provide a heat map of where people (kids and adults) served in the Network 180 system live who have Medicaid or are uninsured? Also, a heat map of people served through a publicly funded crisis service? Thank you

From date of issuance to the award announcement, all communication (questions, comments, speculation, etc.) regarding this solicitation between Kent County and the Respondent or any of their individual members, shall be formal and only with the Kent County Purchasing Division. Formal communication shall include, but not be limited to: (1) general inquiries, (2) pre-submission written questions and answers, (3) site visits, and (4) addendums addressed to contact information provided.

Freedom of Information Act (FOIA) requests will not be accepted through the inquiries blog. Follow the instructions here to submit a FOIA request.

Kent County reserves the right to publish and respond to an inquiry, respond directly to the inquirer without publishing, or not respond to the inquiry, at its sole discretion. Kent County's decision to respond or not respond to an inquiry shall not be the basis for a protest of award.

Unless otherwise stated in the solicitation, opportunity to submit questions is provided until forty-eight (48) hours (excluding Saturday and Sunday) before Request for Proposal, Request for Information and Invitation for Bid opening times and twenty-four (24) hours (excluding Saturday and Sunday) before Request for Quote and Reverse Auction opening/start times. It is the Respondent's sole responsibility to monitor all inquiries to properly prepare for this solicitation.
