Annual Action Plan

The County of Kent is a Community Development Block Grant Urban County and receives an annual entitlement grant from the U.S. Department of Housing and Urban Development. In order to receive its annual CDBG grant, the County must prepare and submit a Five Year Consolidated Strategic Plan and an annual Action Plan in accordance with federal regulations. According to Title 24 Housing and Urban Development, Part 91, Consolidated Submissions for Community Development Programs, SubpartA, the overall goal of the community planning and development programs…is to develop viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities principally for low- and moderate-income persons. The primary means towards this end is to extend and strengthen partnerships among all levels of government and the private sector, including for-profit and non-profit organizations, in the production and operation of affordable housing. (24 CFR 91.1(a)(1))

The County is required to document its plan to pursue these goals in its Five Year plan and each annual Action Plan, which are posted here:

In accordance with the Neighborhood Stabilization Program (NSP) created from Title III of Division B of the Housing of Economic Recovery Act of 2008, the County of Kent proposed a substantial amendment to its 2005-2010 Consolidated Housing and Community Development Plan which was approved by HUD and is posted below.
