Other Post Employment Benefits (OPEB) is a term used to describe benefits—other than pension—provided to retirees, especially health care. The lower the OPEB liability, the better. Kent County does not provide health care benefits to retirees. Instead, it provides a monthly stipend of up to $350, depending on years of service, for retirees who choose to remain in the County’s group health insurance plan. Kent County’s OPEB liability is one of the lowest in the State of Michigan.
