Annual Funding Process
The Kent County Office of Community Corrections is a grant agency funded entirely by the State of Michigan.
Funding is dependent upon state approval of the corrections budget. As such, a lengthy application process has been developed to ensure that state funds are appropriately targeted and utilized.
What follows is a brief explanation of how this process works. The flow chart is designed to illustrate the extensive involvement of local decision-makers in the funding process, which is a critical component of P.A. 511.

| Kent County RFP | Kent County OCC prepares arequest for proposals (RFP) and distributes the RFP to local area service providers. The Kent County RFP contains funding priorities, funding levels approved by the State, targeted populations based on the needs of the local criminal justice system, and information on how to apply for funds. | February |

| Agency Applications |
Local service providers submit grant applications to Kent County OCC. These applications describe program content, policies, procedures, targeting methods, and budget / cost information. |

| ASEC |
KCOCC reviews the applications and presents them to the Alternative Sentencing and Evaluation Committee, a subcommittee of the CCAB comprised of local criminal justice policy makers and practitioners. The committee is charged with evaluating service providers and making recommendations to the Kent County CCAB regarding local PA 511 funding. |
March / April |

| OCC Application |
Based upon the recommendations of the ASEC committee and the needs of the local criminal justice system, KCOCC develops an application to the State of Michigan. The application contains funding requests, demonstrates needs, and illustrates prior progress at alternative sentencing and program utilization. |

The state grant application is submitted to the Kent County CCAB for deliberation and approval. |

| Kent County Commissioners |
Upon approval of the CCAB, the grant application is then submitted to the county legislative process. This includes approval by the county Finance and Physical Resources Committee as well as final approval by the county Board of Commissioners. |

| State of Michigan |
The grant application is submitted to the State of Michigan Office of Community Corrections in May. From there, it is sent to the state CCAB, which recommends adjustments and grants final approval. The state OCC then develops contracts in furtherance of the grant's objectives, which are signed by the local community corrections coordinator and the Chair of the Board of Commissioners. |
